A joint resolution instructing the Secretary of State to provide the Congress with complete information concerning the number of American nationals now held by the Soviet Union or so held at any time since the cessation of hostilities at the conclusion of World War II, and all steps taken to identify and recover such persons.

Instructs the Secretary of State to provide Congress with: (1) information concerning the number of Americans held by the Soviet Union since World War II; and (2) a record of steps taken by the Department of State to identify and recover the persons or remains of Americans held by the Soviet Union.

Requires the Secretary to provide certain information with respect to U.S. planes downed over Soviet airspace.
