A joint resolution providing for a study by the Secretary of Health and Human Services to develop recommendations to remedy disparities in the computation of social security benefits (commonly referred to as the "notch problem") caused by the enactment (in 1977) of the present formula for computing primary insurance amounts under title II of the Social Security Act.

Requires the Secretary of Health and Human Services to conduct a study on the benefit disparities caused by the 1977 changes in the social security retirement benefit formula and to submit to specified congressional committees and to the Congressional Budget Office proposals to correct such disparities. Requires the Congressional Budget Office to cooperate with the Secretary in, and to report to such committees on, the study and proposals required by this resolution.
