Small Business Participation Act of 1983 - Declares that it is the general policy of the Government to rely on competitive private industry to supply the products and services it needs. Requires the Director of the Office of Management and Budget, in coordination with the Administrator of the Office of Federal Procurement Policy and the Small Business Administration, to administer such policy.
