Declares the findings of the Congress that States should: (1) evaluate teacher training and performance requirements; (2) compare teacher recruitment, selection, training, certification, competency, and licensing in other States; (3) establish commissions on teacher excellence; (4) study career ladders, master teacher plans, and other forms of performance-based pay for teachers; (5) review methods used by administrators, principals, and teachers to maintain an atmosphere conducive to academic progress and teaching excellence, including means of improving student discipline and the establishment of educational settings for chronically disruptive students; and (6) recommend to the President and the Congress ways in which public school instruction could be assisted by research, evaluation, new policy initiatives, and changes in existing Federal laws.
Declares that such State commissions should evaluate the report of the Commission on Excellence in Education to determine which of its recommendations can be implemented by the States and the costs of such implemention.
