Declares that the Congress: (1) supports the ongoing Geneva negotiations between the United States and the Soviet Union; (2) urges both powers to continue to work toward equitable and verifiable agreements reducing their nuclear arsenals; (3) urges the negotiation of effective onsite verification of the terms of the arrangements; (4) urges both powers to negotiate confidence-building measures likely to reduce the risk of nuclear war; and (5) urges both powers to reduce destabilizing weapons.
