A joint resolution to end the practice of guaranteeing or making available loans to foreign governments.

Prohibits the Government and all Federal agencies from making loans, loan guarantees, or credits available for foreign entities or international organizations. Requires the approval of both Houses of Congress before money may be paid on such loans, credits, or loan guarantees now in effect.
