A concurrent resolution expressing the sense of the Congress regarding the rate of fill for completing the Strategic Petroleum Reserve.

Expresses the sense of Congress that: (1) the fill rate proposed by the administration for the Strategic Petroleum Reserve is insufficient and inconsistent with existing law; and (2) the reserve should be filled at least at the minimum rate prescribed by law.
