States that the United States is committed to full participation in the International Search and Rescue Satellite Program (SARSAT/COSPAS) and should fly two search and rescue systems on National Oceanic and Atmospheric Administration (NOAA) polar-orbiting spacecraft.
States that the President should: (1) instruct the U.S. delegation to sign the 1984 Leningrad SARSAT/COSPAS agreement; (2) direct the National Aeronautics and Space Administration (NASA) and NOAA to explore alternative ways to provide two permanent search and rescue systems in polar orbit, including the development of a dedicated satellite; and (3) direct NASA and NOAA to obtain the widest possible international participation in the development and operation of such program.
