Expresses the sense of Congress that: (1) the news media should voluntarily refrain from characterizing or projecting election results before the polls close; and (2) the news media and industry, trade, and professional organizations should voluntarily adopt guidelines to assure that exit interview data is not used to characterize or project election results before the polls close.
