A concurrent resolution urging the Soviet Union to return to the START and INF negotiations, calling discussions on eliminating the nuclear-armed sea-launched cruise missiles, and proposing as an interim measure a mutual and verifiable moratorium on further deployment of those missiles.

States that the President should: (1) urge the Soviet Union to return to the START (Strategic Arms Reduction Talks) and INF (Intermediate-Range Nuclear Forces) negotiations; (2) initiate discussion of the nuclear-armed sea-launched cruise missile with the goal of eliminating such weapon from the arsenals of the United States and the Soviet Union; and (3) propose to the Soviet Union a mutual and verifiable moratorium on any further deployment of such weapons pending final agreement.
