States that the Congress: (1) condemns Iraq for its use of chemical weapons; (2) condemns Iran for its violations of the human rights of its citizens in attacks against Iraq; (3) deplores the use of chemical weapons; (4) encourages the United Nations and other parties to continue investigations of suspected uses of chemical weapons; and (5) calls for continued and increased efforts at the Conference on Disarmament to negotiate a verifiable ban on such weapons.
