States that until the President is satisfied that the Soviet Union has acknowledged its guilt in the destruction of Korean Air Lines flight 7, apologized for such destruction, and compensated the victims' families, the International Olympic Committee should prohibit the Soviet athletes from participating in the 1984 summer Olympic games to be held at Los Angeles, California.
