Endorses certain continuing programs, as set forth by the Astronomy Survey Committee, including the Space Telescope and the associated Space Telescope Science Institute and the Gamma Ray Observatory.

Endorses certain prerequisites for gathering and analyzing data, including instrumentation and detectors and laboratory astrophysics.

Endorses certain major new programs, including an Advanced X-Ray Astrophysics Facility and a Very-Long-Baseline Array of radio telescopes.

Endorses other moderate and lower cost new programs, including an augmentation to the NASA Explorer Program, an Advanced Solar Observatory in space, a ground based antenna and a spatial interferometer.
