Expresses the sense of the Congress that the Soviet Union should: (1) be the host country for the United Nations during alternate years; and (2) be assessed the same percentage of the U.N. budget as the United States is assessed, with the U.S. contribution being reduced accordingly, in those years in which the Soviet Union hosts the United Nations.
