States that the Congress: (1) supports the initiatives taken by the Contadora group and the resulting agreement by Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua to the Document of Objectives which sets forth a framework for negotiating a peaceful settlement to the conflict in Central America; (2) applauds the achievements of the Contadora group and of the Central American nations in establishing a dialog on the issues in Central America and in reducing tensions and pursuing commitments to peace there; (3) encourages the United Nations and other international agencies to assist in bringing peace in Central America; and (4) believes that the United States should provide support in reaching agreements which will ensure a peaceful solution to the Central American conflicts.
