Expresses the sense of the Congress that security and economic assistance to the Philippines should be suspended if: (1) President Ferdinand Marcos reimposes martial law; or (2) progress is not made to restore democracy (including, but not limited to, freedom of the press, freedom of speech, and the scheduling of free and open elections); and (3) progress is not made to insure the human rights of the Filipinos.
