A concurrent resolution expressing the sense of Congress with respect to utilizing the grain reserve authorized by section 813 of the Agricultural Act of 1970.

Expresses the sense of Congress that the Secretary of Agriculture should use the natural disaster grain reserves under the Agricultural Act of 1970 to relieve the livestock feed emergency caused by the 1983 drought.
