A concurrent resolution urging the President of the United States and the Governor of Guam to appoint representatives to discuss Federal-Territorial relations and to review the applicability of certain Federal laws and their impact on the Territory of Guam.

Declares that it is the sense of Congress that the President and the Governor of Guam should appoint representatives to discuss future Federal-territorial relations and to review existing Federal laws and their impact on the political, social and economic well-being of Guam.

Requires that such representatives submit annual reports to Congress containing any recommendations emerging from such discussions.
