Declares that it is the sense of Congress that the President and the Governor of Guam should appoint representatives to discuss future Federal-territorial relations and to review existing Federal laws and their impact on the political, social and economic well-being of Guam.
Requires that such representatives submit annual reports to Congress containing any recommendations emerging from such discussions.
