States that: (1) Congress opposes any attempt to curtail or eliminate the use of agricultural marketing orders; and (2) it is the sense of Congress that decisions regarding the timing or implementing of such marketing orders should be made exclusively by the Secretary of Agriculture in conjunction with the affected producers.
