Authorizes the Committee on Veterans' Affairs from March 1, 1981, through February 28, 1982, to: (1) make expenditures from the contingent fund of the Senate; (2) employ personnel; and (3) utilize the services of department or agency personnel on a reimbursable basis. Sets forth the limit on expenses by the committee during such period.
