Expresses the sense of the Senate that the United States should: (1) extend a grain export sales contract sanctity guarantee to the Soviet Union from November 30, 1982, until November 30, 1983; and (2) begin trade discussions with the Soviet Union in order to establish a new long-term grain sales agreement with high minimum purchase requirements.
