Expresses the sense of the Senate that the Secretary of Commerce should take appropriate steps to strengthen and define a U.S. position that will insure that: (1) anadromous fish stocks (especially Pacific salmon) are perpetuated at productive levels; (2) fishermen are treated equitably in the sacrifices necessary to achieve conservation goals; and (3) interception problems are so addressed as to make a minimum impact on user groups.
Requires a semiannual report to Congress on progress in such areas.
