Expresses the sense of the Senate that the President should: (1) take immediate action to demonstrate that the United States is a reliable grain supplier; and (2) try to increase agricultural exports by negotiating a long-term grain agreement with the Soviet Union requiring the Soviet Union to buy a minimum amount of grain annually.
