Amends the Standing Rules of the Senate to provide that applications received in the Senate by States requesting a convention to amend the Constitution, be printed in their entirety in the Congressional Record. Directs the Committee on the Judiciary to print a list of such applications in the Record biannually, including the total number of applications received on a given subject matter.
