Expresses the sense of the Senate that: (1) the United States and the Soviet Union should enter into strategic arms reduction talks (START); (2) the objective of these negotiations should be an agreement on verifiable reductions to equal levels in the U.S. and Soviet arsenals; and (3) certain provisions should be contained in any future START agreement.
