Provides for an investigation by a Senate standing or select committee of the executive branch with respect to the conduct of the ABSCAM and BRILAB undercover operations and any other such activities, to determine whether abuses of executive power have occurred.
Requires the committee to report its findings to the Senate by July 1, 1983, including recommendations for legislation or other action deemed necessary.
Requires, within 15 days of agreement to this resolution, the majority and minority leaders to either: (1) designate a standing committee to conduct such investigation; or (2) recommend Members for appointment to a select committee to conduct such investigation.
Provides that if the Senate leaders choose to conduct the investigation through a select committee, it shall be known as the Select Committee on Preservation of Congressional Independence. Sets forth the administrative procedure for such committee. Terminates the select committee three calendar months after the July 1, 1983, reporting date.
