A resolution providing for an investigation and report by the Committee on Rules and Administration regarding the propriety of Executive Branch activities allegedly designed to create improper conduct on the part of, or to develop information that might be used in attempts to compromise, Members of Congress of the United States.

Provides for an investigation by the Senate Committee on Rules and Administration of the executive branch with respect to the conduct of the ABSCAM and BRILAB undercover operations and any other such activities, to determine whether abuses of executive power have occurred.

Requires the Committee to report its findings to the Senate by July 1, 1983, including recommendations for legislation or other action deemed necessary.
