Expresses the sense of the Senate that the United States and the Soviet Union should begin negotiations to: (1) reduce the danger of an accidental nuclear war; (2) agree on steps to prevent the use of nuclear weapons by third parties; (3) reduce both sides' vulnerability to preemptive attack; and (4) achieve sizable,mutual, and verifiable reductions in nuclear weapons.
