Expresses the sense of the Senate that the President, in order to further the purposes of participation in the International Fund for Agricultural Development, should: (1) instruct U.S. representatives to seek to limit the number of the Fund's professional staff; (2) instruct U.S. representatives to seek equity among contributors to the Fund; (3) encourage development of procedures to expedite Fund disbursements; and (4) seek to assure that the U.S. contribution is disbursed in a manner related to the Fund's actual rate of disbursal.
