White House Conference on Productivity Act - Title I: Findings - States the findings of Congress concerning U.S. productivity.
Title II: The White House Conference on Productivity - Directs the President to call a White House Conference on Productivity, within one year, to develop recommendations to stimulate the U.S. productivity improvement rate. Lists the policy options the Conference shall consider.
Requires the Conference to submit a report to the President. Requires the report to be made public. Directs the President to transmit to the Congress recommendations for legislative action to implement recommendations in the report.
Title III: Administration - Provides for the administration of the Conference. Authorizes appropriations.
