Requires the Director of the Office of Management and Budget to prepare a report specifying the geographic distribution of Government outlays within the United States for each of the fiscal years 1981 and 1982 and to transmit a summary to Congress.

Requires the Director to make available the fiscal year 1981 report within 90 days after enactment of this joint resolution, and the fiscal year 1982 report by the 90th day after the first meeting of the 98th Congress.
