Expresses the sense of the Congress that the United States: (1) must broaden the scope of arms control and begin to address crisis stability; (2) should consider the establishment of a multinational center for crisis management; (3) consider the establishment of a joint United States-Soviet forum for sharing information on nuclear weapons used by Third World countries or terrorist groups; and (4) seek to develop mutual confidence building measures for crisis stability and arms control.
