Expresses the sense of Congress that if Israel or any other democratic state is illegally denied its right to participate in the United Nations' General Assembly or in any specialized U.N. agency the United States should: (1) suspend its participation in the General Assembly or such agency; and (2) withhold its contribution to the United Nations or such agency until the action is reversed.
