Expresses the sense of the Congress that the Soviet Union should release Andrei Sakharov from internal exile and should allow him and his wife to choose their place of residence.
Urges the President to: (1) protest the continued internal exile of Sakharov; (2) call upon other nations to join in such protest; and (3) inform the Soviet Union that the United States will consider the extent to which foreign countries honor their commitments under international law when evaluating U.S. relations with such countries.
