Declares that it is the sense of Congress that the President should fill the 1982 vacancy on the Board of Governors of the Federal Reserve System with a person of substantial small business or farming experience who can genuinely represent the interests and needs of independent businesses and producers in the formation of our Nation's monetary policy.
