A concurrent resolution expressing Congressional disapproval of delays in Social Security cost of living increases.

Declares that the President should not transmit to Congress any budgetary or legislative proposal to delay cost-of-living increases for social security recipients and Congress should not approve any social security legislation which provides for such a delay.
