A concurrent resolution expressing the sense of the Congress that the United States should maintain effective programs to assist in providing disabled persons with opportunities for full, productive lives and to protect such persons from unfair discrimination in Federal and Federal-assisted programs and activities and that disabled persons should receive fair treatment in the administration of disability benefits.

Expresses the sense of the Congress that Federal programs providing educational and rehabilitation services for disabled Americans should be maintained and funded at their current levels.

States that changes in permanent regulations implementing Federal laws about the education and civil rights of handicapped individuals should not lessen the rights and protections provided under current regulations.

States that reviews of social security eligiblity should be conducted in a manner ensuring fair treatment.

States that the level of veterans disablity compensation benefits for service-connected conditions should be maintained.
