Prohibits Federal expenditures or the issuance of Federal permits for: (1) construction of facilities or roads on the barrier islands; (2) any road, bridge, airport, or boat landing facility which provides access to such islands; (3) flood insurance policies under the National Flood Insurance Act of 1968 for specified structures on such islands; or (4) any project to prevent the shoreline erosion of such islands.
Exempts from such prohibition: (1) energy development and production activities; (2) navigational safety and aids; (3) expenditures under the Land and Water Conservation Fund Act of 1965; (4) fish and wildlife improvement projects; and (5) repair or replacement of specified structures and roads consistent with Federal hazard mitigation policies.
Allows the issuance of a permit pursuant to the Rivers and Harbors Act of 1899 and the Clean Water Act of 1977 to an individual for reasonable noncommercial use of such individual's property.
Authorizes the Secretary of the Interior to make minor boundary revisions in the barrier islands and accept donations of land located on any such island in the United States.
