A bill to amend title 38, United States Code, to revise and clarify eligibility for reimbursement of expenses, of travel for Veteran's Administration health care, and for other purposes.

Excludes from repayment the first $5 of travel expenses to and from a Veterans' Administration facility for medical care except for veterans with service-connected disabilities of 50 percent or more.
