Terminates the restrictions on exports of agricultural products to the Soviet Union unless the President certifies to Congress that the continuation of such restrictions is necessary to further U.S. security and foreign policy interests and will not adversely affect nor unfairly burden the agricultural economy and U.S. farmers. Authorizes the President to delay such termination, without making such certifications, by certifying to Congress that the President intends to negotiate a new bilateral grains agreement with the Soviet Union.
