Modifies the flood control project for Heise-Roberts, Idaho, to provide that the operation and maintenance of the project shall be the responsibility of the Secretary of the Army, through the Chief of Engineers.

Modifies the flood control project for Lucky Peak Lake, Idaho, to provide for an increase, subject to specified criteria, in the diameter of a certain dam outlet.
