Amends the Federal Mine Safety and Health Act of 1977 to provide for the issuance of a citation to a mine operator violating a nonserious mandatory health or safety standard. Defines a nonserious violation as one not threatening imminent bodily injury or death.
Exempts mines with 15 or less employees from Federal supervision if a State has enacted legislation protecting miners.
Authorizes the Secretary of the Interior to assist a State in establishing and maintaining mine safety programs.
