A bill to provide unrestricted Federal aid to local educational agencies from an amount of 5 percent in fiscal year 1981, to 25 percent in fiscal year 1990, of the non-Federal expenditures for free public education, and for other purposes.
Public Education Assistance Act - Entitles each local educational agency in a State to receive from the Federal Government, in addition to the Federal assistance received in fiscal year 1980, amounts equal to specified percentages (ranging from five percent for fiscal year 1981 to 25 percent for fiscal year 1990) of such agency's current expenditures from non-Federal sources for free public education for the fiscal year for which the entitlement determination is made.
Directs the Secretary of Education to pay such entitlements to local educational agencies which make proper applications.
