Amends the Federal Mine Safety and Health Act of 1977 to require mine operators to notify the Occupational Safety and Health Administration of the type of construction and number of employees involved in a construction project.
Exempts a State or political subdivision of a State from coverage under such Act.
Authorizes any State agency or court to assert jurisdiction under State law over any mandatory health or safety standard involving a State-owned mine.
