A bill to clarify the limits of the authority of the Department of Education.
Department of Education Reform Act of 1981 - Amends the Department of Education Organization Act of 1980 to prohibit the Secretary of Education and any other officer of the Department of Education from exercising any direction, supervision, or control, except as expressly required by Federal statute, over: (1) the curriculum, program of instruction, administration, or personnel of any educational institution or system; (2) any accrediting agency or association; or (3) the selection or content of library resources, textbooks, or other instructional materials by any educational institution or system.
Provides that, for purposes of such limitation of authority, "Federal statute" shall not include Federal regulations, rules, or guidelines.
