Small Communities Water Resources Assistance Act of 1981 - Directs the Secretary of the Army, through the Chief of Engineers, to undertake a research program and to assist communities in controlling river ice. Authorizes the Secretary to acquire and loan ice control equipment to local governments.
Directs the Chief of Engineers to survey the potential of and provide technical assistance for rehabilitating former industrial sites and millraces for use in developing hydroelectric facilities, at the request of local officials.
Directs the Chief of Engineers to provide technical assistance to any person or agency in controlling streambank erosion. Authorizes the Secretary to provide interest-free loans to groups, agencies, or individuals to control such erosion.
Authorizes appropriations to carry out the provisions of this Act.
Directs every agency with the authority to grant or review hydroelectric power facility permits to simplify and expedite the licensing of such facilities.
Directs the Comptroller General, within one year of the date of enactment of this Act, to report to Congress on the effects of this Act on hydroelectric development.
