Amends the Job Training Partnership Act to make certain technical and other revisions.
Amends the Wagner-Peyser Act (Federal Employment Service) to prohibit the use of funds paid under such Act by any State for advertising in newspapers for high paying jobs, unless the State submits an annual report to the Secretary of Labor (beginning in 1984) concerning such advertising and its justification (which may include that such jobs are part of a State industrial development effort).
