A bill to limit the use of appropriated funds to increase the pay of Members of Congress, and for other purposes.

Prohibits appropriated funds from being obligated or expended to increase the pay, rate of compensation, or other emoluments of Members of Congress, unless previously authorized by a law specifying the precise amount of such increase. Prohibits such increase from taking effect for the Congress authorizing it.
