A bill to establish a Director of Operational Testing and Evaluation in the Department of Defense, and for other purposes.
Operational Testing and Evaluation Act of 1982 - Establishes the position of Director of Operational Testing and Evaluation of the Department of Defense to be the principal adviser to the Secretary on such matters.
Requires the Director to report directly to the Secretary and to have access to all records of the Department. Authorizes the Director to require designated observers during the testing part of any operational testing and evaluation.
Directs the Secretaries of the military departments to report all results of all operational testing and evaluation to the Director. Prohibits the expenditure of test funds without the Secretary's prior approval. Denies funding for any testing and evaluation that violates specified scope and conditions.
Requires the President to include in each budget a separate budget authority for the Director.
Grants the Comptroller General access to all records in the Department.
