A bill to provide Federal payments to certain jurisdictions to finance food and nutritional assistance for needy persons.
Food and Nutrition Consolidation Act of 1982 - Directs the Secretary of Agriculture to make specified payments to American Samoa, Guam, the Commonwealth of the Northern Mariana Islands, and the Virgin Islands for food and nutrition assistance programs.
Requires each jurisdiction to have a plan for the provision of such assistance in order to receive the payments. Sets forth the information that must be contained in such plans. Provides for approval or rejection of such plan. Requires each jurisdiction to provide for a biennial audit of the programs. Requires each jurisdiction to provide the Secretary with a statement indicating whether the payments exceeded the program expenses and providing any other information that the Secretary requires.
Authorizes the Secretary to seek injunctive relief if the Secretary determines that the requirements of a plan were not met.
Directs the Secretary to provide program review and technical assistance for the food and nutrition assistance programs.
Sets forth criminal penalties for the illegal use of funds or property provided by this Act. Provides for nondiscrimination in the use of such funds.
Authorizes appropriations for FY 1983 and such sums as necessary for FY 1984 through 1987.
Makes conforming amendments to the National School Lunch Act, the Child Nutrition Act of 1966, and the Food Stamp Act of 1977.
